Anti-Plagiarism Commitment:
PHI IUSTITIA is fully committed to maintaining the integrity and originality of scholarly works. The journal implements a strict anti-plagiarism policy in accordance with the guidelines of the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), and the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 17 of 2010 concerning the Prevention and Mitigation of Plagiarism in Higher Education. -
Definition of Plagiarism:
Plagiarism refers to the use of words, ideas, concepts, data, images, tables, or other people’s work without proper attribution, whether intentional or unintentional. Forms of plagiarism that are not tolerated include: (a) copying text verbatim without quotation marks and clear citation; (b) paraphrasing without acknowledging the original source; (c) using data, images, or tables without permission and attribution; (d) self-plagiarism or recycling previously published work without transparent disclosure; and (e) data fabrication and falsification. -
Two-Stage Plagiarism Screening Procedure:
Stage I (Desk Review before Peer Review): Immediately after submission, the editorial team examines text similarity using internationally recognized plagiarism detection software such as Turnitin, iThenticate, or Grammarly Plagiarism Checker.
Stage II (Final Check after Revision): Revised manuscripts are re-examined before entering the layout stage to ensure that no additional content potentially containing plagiarism has been introduced. -
Text Similarity Tolerance Limits:
- 0%–20%: Accepted and eligible to proceed to the peer-review stage.
- 21%–30%: Revision Required; the manuscript will be returned to the author for correction within 7 days.
- 31%–50%: Major Revision Required; the manuscript will be returned with comprehensive revision notes.
- More than 50%: Directly Rejected and cannot be resubmitted for processing.

Actions for Violations:
Before Publication: The editor reserves the right to permanently reject the manuscript and prohibit the author(s) from submitting new manuscripts for a period of two (2) years.
After Publication: PHI IUSTITIA will issue an Expression of Concern, publish corrections or official retractions, and notify the author’s affiliated institution. -
Self-Plagiarism and Duplicate Submission:
Authors are prohibited from submitting manuscripts that are simultaneously under review in other journals. If the manuscript is an expanded version of conference proceedings or previous publications, authors must transparently disclose this information in the cover letter submitted to the editor. -
Author Declaration:
By submitting a manuscript, the author declares that: (a) the manuscript is original and has never been published before; (b) the manuscript is not under review in another journal; (c) all sources have been properly cited; (d) all listed authors have made substantial contributions; and (e) the author is willing to accept all consequences if plagiarism is proven. -

This policy refers to the guidelines and standards established by the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), the Regulation of the Minister of Education and Culture of the Republic of Indonesia No. 17 of 2010, the National Scientific Journal Accreditation Guidelines issued by the Directorate General of Higher Education, Ministry of Education, Culture, Research and Technology, and the World Association of Medical Editors (WAME).
