Plagiarism Policy

1. Anti-Plagiarism Commitment: PHI IUSTITIA is fully committed to the integrity and originality of scholarly work. The journal enforces a strict anti-plagiarism policy referring to the guidelines of the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), and Indonesian Ministry of Education and Culture Regulation No. 17 of 2010 concerning the Prevention and Handling of Plagiarism in Higher Education.
2. Definition of Plagiarism: Plagiarism is the act of using another party's words, ideas, data, images, tables, or work without adequate attribution, whether intentional or unintentional. Forms of plagiarism that are not tolerated include: (a) verbatim copying without quotation marks and clear source attribution; (b) paraphrasing without citing the original source; (c) using another party's data, images, or tables without permission and attribution; (d) self-plagiarism or recycling one's own previously published work without transparent disclosure; (e) data fabrication and falsification.
3. Two-Stage Plagiarism Screening Procedure: Stage I (Desk Review, prior to Peer Review): Immediately upon submission, the editorial team checks textual similarity using internationally recognized software, including Turnitin, iThenticate, or Grammarly Plagiarism Checker. Stage II (Final Check after Revision): Revised manuscripts are re-checked prior to layout to ensure no potentially plagiarized content has been introduced during revision.
4. Similarity Tolerance Threshold:

Similarity Level	Action
0%–20%	Accepted — manuscript may proceed to peer review.
21%–30%	Minor Revision — manuscript returned to the author for correction within 7 days.
31%–50%	Major Revision — manuscript returned with comprehensive revision notes.
Above 50%	Immediately rejected and cannot be reprocessed.

 

5. Action on Violations: Prior to Publication: the editor has the right to permanently reject the manuscript and bar the author from submitting new manuscripts for a period of 2 (two) years. After Publication: PHI IUSTITIA will issue an Expression of Concern, make an official correction or retraction of the article, and notify the author's affiliated institution.
6. Self-Plagiarism and Duplicate Submission: Authors are prohibited from submitting a manuscript that is simultaneously under review at another journal. If an article is developed from a conference proceeding, the author must transparently disclose this in the cover letter to the editor.
7. Author Declaration: By submitting a manuscript, the author declares that: (a) the manuscript is original work that has not been previously published; (b) the manuscript is not simultaneously under review at another journal; (c) all sources have been properly cited; (d) all listed authors have made a genuine contribution; (e) the author accepts the consequences should plagiarism be proven.
8. Policy References: Committee on Publication Ethics (COPE), Directory of Open Access Journals (DOAJ), Indonesian Ministry of Education and Culture Regulation No. 17 of 2010, the National Journal Accreditation Guidelines of the Directorate General of Higher Education, Research, and Technology, and the World Association of Medical Editors (WAME).

Relationship to Other Policies

• This policy operates alongside the AI Tool Policy: text substantially paraphrased using generative AI without disclosure, even if it passes similarity screening, is treated as an ethical violation under the AI Tool Policy and this Plagiarism Policy.
• Authors who disagree with a similarity screening result or an editorial decision under this policy may submit a written appeal in accordance with the Complaints and Appeals procedure set out in the Publication Ethics policy.
